what I meant was, why would he tell me he just "made up" the decimal phrase.. he acted like it was nothing, rather than a code of sorts..

I'm sure he did make up the anagram. Like his gaia post said, "I wanted to see if I was as good at riddles as my aunt but it seems I have a way to go."

EDIT: Alas, none of the games at gaia will work for me, probably because of this groovy firewall at work, so I don't know if it's specific to the puzzle one or not.

The hands of mari are Sorginak, the assistants of the goddess Mari in Basque mythology. It is also the Basque name for witches or pagan priestesses (though they could also be male), being difficult to discern between the mythological and real ones.
