So...does this have to do with Lockjaw, in which case, I probably can't play, or is a totally different ARG of it's own rites?

So I tried looking up NCA credentials looks like some kind of lab workers ID from National Credentialing Agency for Laboratory Personnel.
From Wiki we get this;

I get the feeling these guys are in remote listening posts but able to communicate amongst each other. Akin to the Cold War missile silo/submarine crews or the observers in the hatches on Lost back in the '80s.

Simplistically I would say you are solo right now. More than one person may scare them. I sent an email off to JC. I think I may have been a bit rude but it got my point across. When I get a response I will let you know.
