Holy balls, how did you get that so quickly? It's too short for a proper frequency analysis, and the cryptogram solver on rumkin turned up 1000 results of pure gibberish. You must be some kind of machine!

It's padding. JC's using a computer program to encode his Twitter posts (probably from Braingle.com), and it uses extra characters (especially in Railfence) if the original message isn't long enough.
