Now, I realize that technical solutions are not exactly the best solution to social issues (for instance, see: V-Chip and all of the debates about how people would use it as a replacement for talking to their kids about what is good/bad, right/wrong, appropriate/inappropriate). But don't most IM clients have some form of warning and/or blocking? I know that AIM has a that warning feature, and all should have the ability to block. If things get a little too out of hand (regardless of whether something is "in-game" or "out-of-game"), the offender can be blocked.

This is really no different from the "Ban" feature in IRC. It is also not too different from not answering your phone when you see the CallerID of someone you do not want to speak to. The magic of telecommunications is that if things get nasty, you can disconnect. Nobody makes you listen to the telemarketer; you can just hang up. In ARGS, there is no HR Department to call. There is no referee to call foul and disqualify a player. If someone is being childish, the technology involved makes it easy for a BTS person to ignore that player (or for a moderator to delete their inappropriate post to the forums).
