Ok, talking with driz had the following thought. The agents in these lists don't know their 'code names' yet. So the name on each list is a code name, and the next line identifies them so they know it's their assignment.

Balau is a kind of wood. Rolly Polly Woody (which if you'll forgive me for being unladylike I'm thinking could be Melody's uncle Richard).

Antiaris is a poisonous plant, and it's also used as a heart depressant. The very first thing to pop in my head after I read Can't Say "No" is the old Just Say No drug campaign.

Larch is a programming language. People who pretend to be technofiles and aren't really good are often called Wanna Be's.

Still working, but if I'm right, and we stop presuming there's only one person referenced in each list, it could help us.

Could each code be instructions for a victim?

I think the Larch code may refer to Thad

Pine Box = coffin but could this also mean a "soap box?"
From Da Buzzer = from the beginning or from the end of something
Vaslie Alecsandri = famous patriot: could refer to Thad
