Last night, I thought of a possible answer to this. I thought it might be a book cipher, or "Beale Cipher" (Beale, as DbD mentioned, is also the last name of the guy who painted the Raven slides).
It works pretty much the way ncfriend posted, except you use only the first letter of the word (the original cipher text of the Beale message was the Declaration of Independence).
If anyone has a flash decompiler, please post the audio file from bhrc again. I think it might have changed (like the lightningbolt flash changed), and for the book cipher to work properly, the cipher text has to be precise .

I took the original sound file posted here and started going through it. I don't have time right now to finish, but I will later. This is what I have thus far:

Looks like cwget (which was mainly used to decrypt the Morse code the first time around) omitted whole words. The fact that the sound is distorted is to blame for this. Maybe this was done on purpose so we'd decode it manually.
I think Mr. Tooman is trying to keep us busy...

Seeing that this is finally looking like it's really going somewhere, and a lot of new people are coming in to have a look, I though this was a good moment to move Tooman over to CF with Potential.
Feel free to start new threads whenever you think it's appropriate, just remember to label them with [TT] so it is clear which thread belongs to what game in here.
It might be a good idea to have a seperate thread for each of the new sites that were found. I'll also start working on a reference thread for new players so they can easily get up to speed.

ROTFL LMAO LOL- I can definitely confirm that the Tom Tooman nation is a joke. I signed up for the Jennifer Government website and registered my nation as the dictatorship of Tom Tooman one day whilst in IRC as a joke. I find it REALLY hilarious that someone from here actually found it and posted, much funnier than if someone not affiliated with uF found it and had a laugh. Awesome.

ajkin.com no longer opens the map on "today" when you load the page now it has to go back about 3 days to make the map link active...
might be something to look at; seems like is being rather specific about it now.

Saw this yesterday; to my knowledge, it's totally new. I can't figure out where it's coming from- but there's another password, as well, MerRabbit found it. I won't share it or how it's different, since I can't figure out how to come up with it without cheating. However- if there's a new incarnation of the map, and new password, at least we know ajkin isn't dead.

Two more beacon type signals have been added.
Node 1-UHF-1.74GHz-Azimuth 90(Due East)
Node 2-UHF-1.38GHz-Azimuth 270(Due West)
These are perfect examples of what xnbomb was talking about where the curvature of the earth comes into play.
The farther the distance between two points along an east-west line (and the farther away from the Equator you go), the more divergence from the latitudinal line you see along the line of sight.
All lines of latitude are actually curved, except for the Equator.
It's really apparent when viewed in Google Earth:

Signals in this frequency range can travel quite a fair distance and can even bounce off the troposphere for longer distances. I plotted the ends of the lines at the US Border in all directions, which is admittedly, overkill and skews the lines more than necessary.
Without knowing the distance between the transmitter and the receiver, we can't plot a line with any certainty.
If it is easier the visualize true compass directions, you can view the file in google maps.
It maps it's coordinate points to a "flat" Earth.

I hate to say it, but aside from Bass and Grosse, Tooman's PM didn't select his/her trailhead recipients very well. There's actually a fourth letter. Sent to a writer for "a popular blog" who asked not to be named, it's identical. See attached.

a total newb to arg's and this one has me hooked. just now completed reading this thread and you guys work fantastic together.
