ok, so we've got possible reasons why the cities were hit...but...why the Jericho cities? A lot of the cities in the Jericho series that were hit were declared "Misses" of larger cities. Like the seemingly unimportant St. George, Utah

Perhaps whoever is behind this liked the reasons behind some of the city bombings in the show, but didn't understand English well or didn't know America well enough that they just decided to mimic the targets exactly.

The problem with the NFL theory is that there are some major holes in cities that AREN'T on the map but DO have NFL teams: New York (has 2!), Cleveland, Jacksonville, Tampa, St. Louis, New Orleans, just for starters.

This color code is driving me crazy.

Does anyone have any ideas?

I figure it's important that only red, blue, and yellow appear in column A. Column B appears to be a place where colors can mix, except that there is no orange.

There doesn't seem to be any correspondence between the colors and the geography. There are a few places where cities close together have the same colors, i.e. Texas, but it doesn't appear enough to mean anything.
