Ok, this could be something about 'when'. There's a bridge on 520 (which runs between I-5 and 405) near Seattle called (according to a Seattle 'slang' site http://www.callihan.com/seattle/streets.htm ) The Hump. It's huge, running over Lake Washington, and has had many issues because it is old and has a draw span. I don't know if Marty would travel this road, but it could be a good place to stage an accident. Over the Hump could mean to cause the accident just past the bridge as he's approaching I-5, or just after he gets on I-5 (this map http://www.uwb.edu/community/images/large_scale_map.gif implies the bridge ends just before the I-5 entrance).

This the order I think the codes are:

Who - "wanna be"= Marcus, "can't say No"= jude ( from video and from Sandy relationship), Rolly polly woody= Marty ( Ok, No idea why)

What - "pine box = Marcus -dead, "make methane" = Jude- blown to bits? was he supposed to blow up with the building?, "fish food" = Marty -drown

Where - "from da Buzzer" = basketball court?, where his car blew up which is the old Ideltech building, "House of Cards" = Ideltech and Eye Five Break = i-5 (stick had both of these right)

When (by process of elimination) = Vasile Alescandri ???please help me figure this out

Why - Tobi = Google (search function of tobi) , For Hal ( analysis function of Tobi) , LT. DATA = Tobi interface

How- "Necktie" - strangle or hang, "splitting headache"- shot in the head, " Jump the Hump" - run off the bridge.

Could she plan to hang Marcus from the basketball hoop or whatever the pole it is on it called? yikes.

As mentioned, I can't sort out how she coded the times, even though we have the answer already. Which is maddening in and of itself.

Jude died at 3:35 (Renaldo Benson) ?
Marty died at 3:55 am ( John Bartlett) ?

Or I could be wrong and the first line is the when and the fourth line is the who, but I don't think so...
