As seen before, everything can be a clue. Just catching "Slusho" on a shirt got us pretty far, and that was a minor detail. This is a bold detail. There's a reason why he's blurred, and it's not because he's in the army or something. The question of blurring his face and not his name is a good one. And, as seen before, it can't just be a goof. They've waited months to release this new trailer. They could've easily blurred a name during that time span. One question to ask is who that could possibly be. There's a few actors who we know are in the movie but haven't matched up to parts yet. One in particular who I remember is Greg Grunberg. Try to match up something wiht this guy to something we already know, IG and OOG.

Also, I think that the scene seen in those screen caps is the same one with the "exploding person". The Pryce guy is the thing on the left. Lily is the middle figure, probably moving forward/backward infront of the light. The figure on the right is the camera person (who I believe is Hud). Easy solution to one of our questions. It doesn't really explain the weird squishy sound though...

I think, the answer is simple:
the trailer opens with the text "Multiple sightings of case designate 'Cloverfield' Camera retrieved at incident site 'U.S. 447' (Area formerly known as Central Park)". So it does mean, the videos are top secret and for military use only. The other people (civils) are just a victims, but the military "staff" is also to secret. (Bitter irony by J.J.Abrams)

So the whole movie is perhaps the only footage of the incident on the U.S.447 area.
