I'm spoilering my solve and method.. So, you can try your hand at it too.

Decimal->ASCII dump that into a Base64->ASCII converter and we get!

I find it amazing...the codebreakers ruined the ultimate plan of the empire...I did the things, those horrible experiments on humanity, for the rememberence of Dönitz...His dream of a world controlled by one. Yet...that dream was destroyed by the resistance...with the help of the foolish codebreakers...

This isn't the last you'll hear of me...So, I leave you with this one...last thing.

 		Good solve. I sat there for five minutes, then I started adding the numbers. I'm bad with that. Anyway, Dönitz is more than likely referring to Karl Dönitz, U-boat captain, and brief president of germany, wiki here.


EDIT: Rereading the rest of the decryption, I'd speculate that this is being written by Josef Mengele, or someone who helped carry out his experiments.
