The states would control the militia, only when called out into the service of the state, and then the governor would be commander in chief where enumerated in the respective state constitution."

The intent of the Second Amendment, if we are to listen to Jefferson and Hamilton, are to protect the State Governments from an out of control Federal Government. An issue of State's Rights vs Federal Rights. In all cases they were to protect the citizens first and foremost, but also be held accountable to local government.

Many of the private organizations which call themselves "Militia" may have the best intentions, but is it possible that they too can be under the control of unscrupulous individuals who create the illusion of an emergency situation in order to stir up the emotions of the common citizen. Few state that they will answer to local government, or be guided by local citizens who are not members of their group. Some groups espouse a way of life that is out of step with the majority of US citizens. The question then must be asked – "Who are they really protecting?"

Often these so called grass roots militia organizations are formed for special purposes, to fight taxation, to exclude persons from society based on race or religion, to have family units that do not fit with current US ideals of the nuclear family. For some of these groups, they have a valid claim that their personal liberty has been infringed upon.

These groups have taken their reactionary anger and gathered together to form networks of support and civil disobedience. Depending on the direction the group takes, they can either open up a dialog with the rest of the citizens, or they can cause the rest of the citizens to react negitively to them. Unfortunately, shows of force generally cause negative reations. Examples such as the Palestinian Liberation Organization (PLO), and Moqtada Sadr's Mehdi Army, show how good intentions can sometimes backfire. Their methods sometimes frighten and sometime harm others. Which causes innocent people to react and to be hurt, maimed or killed through no fault of their own. It becomes difficult to hear the message when you are afraid for your life.

The PLO has only recently started to come out from under the title of terrorist organization. Sadr's Army, while wanting to protect Iraqi citizens, are clashing with United Nations Forces, who also want to protect Iraqi citizens – yet people in both groups have been shot at and harmed.

It leads me to wonder, if it becomes necessry to take up arms to convince others of your point of view, are you really protecting them, or are you guilty of the same charges you are fighting against?
