The new video contains images of four characters from LG15: Bree, Emma, Claire, and Lucy.

Bree and Emma were both special girls in that they had the blood needed by the elders. Claire was a Shadow working with LaRezisto, a rouge elder (in the Order) who wanted to obtain Emma's blood through force. (The Hymn of One, a branch within the Order [although not all of HoO's members know that it is part of the Order], states that the blood of the special girls may only be obtained via their free choice.) Lucy was Bree's "helper" that helped her prepare for the Ceremony, the blood-gathering event that took Bree's blood and gave it to an elder.

That makes a lot of sense. Remember that APHID was revealed as an acronym: Analyze, Protect, Hinder, Infiltrate, Destroy. Because this game seems to be mirroring events in OpAphid, it makes sense that DYLA would decode to something, too. I think that you're right: the 'D' in DYLA is 'Dream.'

Maybe the Y in DYLA is related to this new YouTube video?

That's interesting that 'apart' is written all as one word. Does that mean that OpDyla is separate from the Order? Or is is just a grammatical error, meaning that Intrepid Biotech is another group within the Order, like the Hymn of One?
