no you are not mis reading. on the back of the document was a handwritten letter stating that the chuai station is is a bad, bad place. bet no one saw that coming

i posted this on another topic. I too am of the view that it is a tagruato employee who is sending these notes.

What I mean is, I may be missing something, but I cant see any reason to believe this memo isnt anything against tagruato. It seems to be informing people that normal lines of communication have been closed.

"FAILURE TO REPORT ANY SUSPICIOUS ACTS TO THE CHUAI MANAGEMENT WILL BE IN DIRECT VIOLATIONS OF COMPANY POLICY AND WILL DEALT WITH ACCORDINGLY WITHOUT EXCEPTION."

This line is what makes me think so.

heres my view. this is what i see as the story behind the notes.

upon receiving the memo, the tagruato employee realises that he cannot send the frequent letter to his agents outside of the tagruato company (maybe the cause). So he waits until urgent news is needed to be broadcasted to his ppl and does so via the slusho factory (which i think he is in control of maybe a manager or a partner of the company).

the memo if this is taken into accout acts as a reason for not replying via normal post, and gives the message loud and clear to his receipient, who will without a doubt, receive the message if it is placed inside numerous slusho deliveries.

Just thought I'd point out that in the first paragraph when it says "because of the incident that took place," the word incident uses the japanese word for a criminal act. Considering that, I think it's safe to assume that the 'incident' was someone's actions, not some disaster on the station or something.
