This is an amazing effort, and I by no means would diminish it...
But reading what we've got, I can't help but see that it's still truly a transcription, not so much a translation. I think this is the next stage we need to embark upon to get a better grip on what's being said. I'd also like to ask that those that transcribed not stop, as I see there are at least two characters yet to be effectively transcribed.

My reasoning for seeing this as needing further refinement as a proper translation is phrases like "You obtain, the batten". That phrase is nothing short of totally akward in English. Idioms require contemplation to translate, and when comparing such deeply different languages like Japanese and English, this can be quite tricky.

My suggestion is that we take the advice already given in the thread that we put the original Japanese in the Google Doc, and that we work on the translation as well. I'd suggest the format being Japanese first, then the more literal transcription(s), then the full translation - basically as seen in the Rosetta Stone. Being that the Google Doc is a collaborative project and can be accessed by many, we can work together to create a consensus of the final translation.

Euchre: I agree. I'm going to try to figure out the missing characters. There are a couple on the left side which I may be able to get, but the image I've seen of the right side is really blurry. Is there a direct scan of the right, rather than a photo, that I missed somewhere?

And seriously, we need some fluent Japanese speakers. There's only so much we can do with dictionaries and translation webpages.

If the text as best we can read it at the moment is in the Google doc, we can modify it when we get better scans. And in the meantime, we can include a note saying that we're not sure about some of the characters. Maybe someone who's fluent in Japanese can look at what we do have and figure out the characters we're missing or have wrong, from context.

Speaking of which, the url of the original scans could go in there too. Someone who reads Japanese could probably tell what they say even with the blurring, again from context.

Well I just re-bought some more slusho merchandise tonight, I'm hopping to get in on some of the torn up whistle blower docs. More so, comming from Hawaii I have quite the number of associates that speak, read, and write fluently in japanese. So I'm hoping to get a freash and legable copy for some straight up, non-googled translation.

Hey, check it out. The latest version of the main message text actually runs through Babelfish without leaving any extraneous kanji!

"The next few days because of the injury which occurs, it became necessary as for to communicate outside all sights via central communication center. The staff of level 1 happens to be present, is dispatched as for the message which is inscribed in actual place entirely by the staff.

"In addition, the staff of off duty hours everyone, usual waits in the lodging facility which is appointed.

"Sight of offense, it is, neglecting the fact that suspicion is notified to council, you regard violation of execution summary of Chuai bureau. It does not recognize exception."

Note: I replaced ちゅうあい in the text to be translated with CHUAI—which is what it says unless I'm mistaken—so it wouldn't try to translate it.

Paragraph one: Pretty much how we've been reading it. "Because of the (injury/incident) which occurred, it has become necessary to conduct all off-site communication via the central communication center." Babelfish translated it as "sights", but SAITO is also "site". I'm not sure of the "next few days" bit since the heading says "effective immediately", but I THINK the 近 kanji can refer to various times near the present, possibly the near past as well as near future. Maybe it says "Because of the incident which occurred recently..."?

The last part of paragraph one sounds somewhat different than we were translating it. Something about certain staff members writing messages, being dispatched...? I can't think of a good way to word it, and I'm not sure I'm understanding it properly anyway.

Paragraph two: "In addition, during off-duty hours all staff must wait in the appointed lodging facilities."

Paragraph three: "If you witness or suspect an offense and neglect to notify the council, you are in violation of Chuai bureau protocol. There are no exceptions."

Something like that.

And yes, I know I said I'd wait and revise the left side tomorrow, but I couldn't. I'm lame, I admit it.

EDIT: And yeah, all those who translated did a great job. Amazing! They do deservee a lot of credit, but I have to agree that some places (no names) have givin no credit to those of us that found them. It's just a "those guys" thing.
I know that the translators deserve alot of credit, but I think we who found it should get a little.
