I don't think he was aiming at anything paticular, I don't think he has a grudge against Rob or something funny like that.

Honestly, I think the S.O.L's head being thrown down the street is a strong symbolic part of the film, which could have been dreamed up even before they'd decided what the monster was.

The creature was simply curious. OR the military could have already taken action against the monster.

I think it was just investigating what the statue of liberty was, to be honest. When you're a little kid and you see a stack of lego blocks piled up to your chest, what do you do? You knock it over to see what happens.
