I think what the voicemail says is:

Spoiler (Rollover to View):

You took the pill Jeff, good. Yes, I am watching. You better find more. Here's what you have...You owe me what I want, and I own/loan your life.

The own/loan part sounds like own to me, but definitely hear a "L" sound. I agree it sounds like Morse Code to me too. But I am horrible at deciphering those. Sad I will try my hand at it but can anyone else do it too?

I sadly don't have speakers on my work computer so I can't even listen to the voicemail. If no one has solved it by the time I get home I will take a crack at it. I've never done morse code, but hey, there's a first time for everything!!

Yeah, it helped when I stopped looking at maps of the Middle East and tried closer to home. Here's everything you ever wanted to know about Tripoli, IA (pop. 1274), and much, much more:

Yup that was very misleading... BUT... I tried as much as I could with reference to it to no avail... I will try asking jeff what he makes of it.
