Not necessarily. We haven't ruled out multiple monsters yet. Reeves could have been trying to throw us off the scent and furthermore, who's to say the monster can't change sex like certain amphibians do (I'm not saying GP is amphibian). We're talking about a skyscraper sized monster and if that's possible, then we won't know what else is, in the universe of this film, until we see it or until something else in the game confirms otherwise.
