I was searching on Google Videos / YouTube for 'Chuai' recently added and stumbled upon a Russian version? But it seems to have been removed...

Search for "Нападение на платформу Чуай" without quotes in YouTube...

Is this a dupe? I thought I have read everything on the post...

Edit: Although when you look at the YouTube users other videos... there is one about fish and one about Russian(?) military? All added about an hour ago.

I'm surprised that you are declaring this in-game so quickly. I see a lot of discrepancies with this video:

1. Account creation date - All the accounts for the other videos were made in 2006, this one was created 2 weeks ago.
2. Upload date - The video was uploaded today... enough said
3. Other videos - The other accounts had other videos in them, I guess to make it seem more real (The german account has 18 videos!). This one has no other videos.
4. Memo - The memo is in Japanese in the other videos, but it is in English in the Japanese version??!?!?!
5. The Source - the person that posted it here was his first post, and seemed a little defensive when questioned about it:

The Teddy Hanssen YouTube account was created right before Teddy was mentioned in Jamie's blog. I guess they decided not to use it (yet?), but I'm confident that it is IG.

I emailed in Japanese, the person who posted the Japanese video to ask how they received it.
Still awaiting a reply, but since it's midnight here in Japan, I don't expect one for a while.

Just for some perspective. When international news is involved, such as something happening in the Atlantic, on Japanese news shows, they will more often than not show memos or papers in English with a Japanese voiceover and often subtitles too.
This looks very much like an authentic Japanese news report and I personally think it's far too professional to be OOG.

Why does the Japanese one look fake? It looks like a real newscast from Japan.

The names in the English memo turn up a few hits on Google, but nothing that seems IG. There is a Dr. Paul Nightingale who is a professor (formerly an industrial chemist) at the University of Sussex in the UK. Although his areas of interest could theoretically have him involved at Chuai, I think this is definitely OOG.

Oddly, there's also an obituary for a Donald Carter who

I also searched Myspace for the names in the memo, but didn't see anything that looked related.

IMO, it doesn't look professional, and what you said about the memo doesn't make sense to me. I understand if the other videos had English memos, that the Japanese one would use the same memo, and use Japanese voiceover and subtitles. But the other videos have Japanese memos... Wouldn't they use the same memo so they wouldn't have to translate it?

Something doesn't seem right about Tagruato issuing Japanese press releases to the rest of the world, but an English press release to the Japanese news Confused

As I said, most Japanese news reports will show memos in English when related to an international story.
The rest of the video looks exactly like any Japanese news show, with all the subtitles, etc.
In Japan, the newsreader is not shown as often as they are in the West, especially for serious stories.
I was watching a report last week, in Japan about someone who had been killed, and in the 15 minutes of reporting, not once did they show a reporter, but everything else looked just like this video.
