it's is military. It's for deployments to say an enemy area. Dress for the weather. When you are deployed you recieve 3 backs. One is personal. One is a cold weather bag and one is called a "C" bag: chem/biohazard bag. You never know if the weather will be raining nuclear pesticides.

and I am military, hence why i know some of this :p
