Here's what I think is going on:

The scene with the kids torturing the other kid is a flashback scene, as is the scene with the boy (Ganu) and his dead mom. The Tagruato stuff is current time, and the disaster drill (fire drill) is at school and not on the Tagruato ship. Ganu is obviously pissed at somebody, and he's reminiscing his past to when he was picked on and the death of his mom. Now, he's a big shot and 'he'll show them...'

That sounds like a good theory. I'm of the opinion that the logic of this movie follows the same logic in Godzilla movies, as 'if' they 'might' exist, not so much the reality of our logic which dictates that it can't. So the world would be set up to for disasters of any kind, including giant monsters.

Or maybe, the people in the city are in the know of such creations by the Tagruato corporation. Suspicious to the nature of what the company is capable of. I've read that islanders, implying those that live far out in the ocean, have a different attitude for what comes out of the sea. Mythological in nature, I believe.

Or the flashback could take place during World War II, when every school, had emergency scare drills...Hiroshima...

The time line seems pretty straightforward.
Tanker and TAG stuff now, main story of Ganu in High school and flashbacks to his youth. There are going to be 4 episodes. Probably this one conveys info from when Ganu was in High School, the next college, the 3rd as a young engineer on his own and the last when he takes over TAG. During all there will be info from the current time.

Disaster drills may be akin to fire drills. In any case Japanese kids and Americans had these well into the 70's. They still had us go to the fall out shelters once year in the 70's.
Ganu would have been in high school in the 70's.
Considering Japan actually got hit by the Bomb they may still do drills today for all we know.

Sorry if this has been brought up.

In the right side page, the top row, center panel, it looks like there are three ships with chains/ropes coming off of them going into the water. The chains coming off of the three ships all point to a spot in the water where something is being towed.

I'm not sure they're actually towing MGP. Look at the panel showing the close up of the chain links.

It looks to me like they are tightening at this point. (The panel with the shaded area around the links and the movement accents)

I wonder, as do some others, if they are dragging something else, and MGP feeds or something.

Of course, re-thinking, it could be a hibernating MGP just waking up.

This is a link from Cloverfield clues to a translation. Dennis lists it as a full one but it only goes to the tanker part so far.

I thought maybe they are trolling too and come across the monster.
But if you go a few pages back you can see that the Tanker pages were already translated. The guys on the ship talk about being very alert and getting a special cargo to Tag HQ. So they already know they are towing something. It seems from the front cover MGP was found by TAG and was awakened when they pulled him from his sea bed to bring him to TAG.

One of three things are happening, in my opinion:

(1) They are transporting MGP via chains to wherever they're going.
(2) They are transporting something that the MGP rises up to feed on.
(3) They are transporting something that they WANT to MGP to feed on, so it will voluntarily follow them to their destination.

However, I wonder if these ships are the ships from the 1-18-08 pictures, the one that's capsized, and the one in night-vision. Maybe the MGP pulls some crazy crap during this little trip.

I guess we'll only need to wait for the next installments for sure.

As for this comic, I would not be surprised if this WASN'T Ganu's origin, althought that would make sense. His mother dies, kids pick on him, and slowly he meditates, ready to go all "Carrey" and place vengeance on the heads of those who wronged him.

I have no idea. Let's just hope that that soon-to-be father doesn't get hurt when the monster goes ape****.

Atlantis / Artifact Theory

I never thought I would say this but in a way this could make sense.
Not that they found Atlantis at Chuai but they may have found artifacts etc.
They may have thought MGP was a statue or something, not realizing it was alive, and that is why it is being towed back to Tag HQ. In the process MGP awakens.

But it could be Ganu knew what it was and wanted to use it, he does seem like the type who is bent on world domination.
