X may be something with "xeno-" (alien), e.g. "xenomorph".
So US-Governmental (Committee for) Xenomorph related issues.
(OK, now this sounds lame...)

Otherwise, X for "eXtraterrestrial".
Just my 2 Pfennig.

USGX appears to be a reference to the US Government. I found references using the acronym in reference to the US Government railroad line (USGX) and also a site stating something cost (USGX $31.00).

I'd say USGX just means US Government, and that would make sense because it's referring to the film as Document #USGX-8810-B465. It's just a document number, and the USGX indicates is a US Government document number.

They could just have it wrong in regards to USGX. For instance when they had the TIDO wave site closed done it was stamped with 18 USCEC when it should have been 18 USC as it was for the US code. Or it could have been up there because the Sugar company the acronym stands for was working with the american distribution of Slusho, and its a piece of evidence used against them. perhaps NYCrunlikehell is right and this is something a bit into the future (hence the "area 447 formerly known as "central Park"").

About the DoD (7)32-16-12 code and some wild guesses

There is a way to securely erase digital media , tape or solid state with a DoD method that has 7 passes. 32, 16 and 12 are all fat file formats ( perhaps this was a marker for recovering and / or destroying the film before it was transferred to an SD card.
Edit - retitled for clarity - MikeyJ

The technique you are referring to is overwriting. The very simplified explanation is that when you delete data, it's not completely gone, only the pointer to the file. The file data can still be recovered, so you over write the free space (i.e., where the deleted file's data is residing) with random data to prevent it from being recovered. It's kinda like the electronic version of dumpster diving.

The NISPOM, US DoD 5220-22.M, used to specify the acceptable overwrite limits for different types of media. I believe it used to be 3 sets of overwrites for DoD and 7 for NSA, which is probably where you are getting that number from. Now they just recommend degaussing everything (i.e., demagnetization).

You can download freeware apps to try this on your own. Eraser is a relatively easy to use. Try it out here.

And having worked in the top secret world before, I can tell you those numbers appear to be made up w/ the intent of looking legit. There's no classification statement anywhere (e.g., Unclassified, Secret, Top Secret, FOUO) which is a dead give-a-way. Also, the fact they threw in a Dharma logo during the DoD titles shows how serious they were. Smile

That's a very good point that whole beginning part did seem like exhibits and information about what happened. It did seem like evidence like the whole world was destroyed and nobody knew how it got destroyed and they found this camer and were familiar with the technology and were trying to find out what had happened like a doomsday.
