Spec on the code:

It's a kind of playfair cipher, or a polybius square.

Viz, each pair of numbers refers to the row/column of some grid.

If that's the case, since the numbers range from 0-5, the grid would have to be at least 6x5 or 5x6.

If it's playfair, we need a key. If it's not, the alphabet could just be listed in order in the grid.

I think that's all we came up with earlier in chat! Go to it

and, as always, come discuss in #enitech!

or 5x5 + 1 which makes 26. (the numbers range from 00-44 in base 5, plus a few instance of a lone 55, making me think whatever letter is not included in the 5x5 grid is represented by 55)

As a side note...

..."met de dood bedreigd", the part of the title that's clearly visible on top of the strange square, means "threatened with death" (thank you Babelfish). Couldn't figure out the complete title or find the original article though.

the whole title reads "Verdonk met de dood bedreigd" which refers to Minister Rita Verdonk, working in Netherlands Immigration. there was news in '04 about threats and whatnot. doubt it has anything to do with it though =/

Nope, that started happening the other night as Steve was getting confirmation from them that they were legit -- we could see new photos being uploaded and then the different sets being made.

The numbers are base 5, with the addition of a 55. That is, 00-44, plus 55, which makes 26 number pairs. This makes a 5x5 grid plus 1, or a 6x6 grid which could hold A-Z and 0-9.
The numbers may be coordinates, or position reference for use with another source of text.

Converting the numbers to letters may be easier to read or help for use in decyphering. (the letter here are basically just substitued for the number pairs, so unless the number digits are individually important, such as coordinates, this view may be easier to work with *shrug* - it may be part of the solution itself, dunno =P)

To continue on squid808's investigation

The code uses 25 different doublets :

00 01 02 04 10 11 12 13 14 20 21 22 23 24 30 31 32 33 34 40 41 42 44 55

The only two doublets that happen twice in a row are 00 and 55. I'll go get my frequency analysis ready :p

EDIT : The sequence 34 14 42 12 04 34 20 33 20 00 is repeated on lines #7 and #8, one just above the other.
