The monster's tail had sort of a paddle-like end to it which you can notice during the helicopter evacuation scene.

Definitely the monster's tail.

"The hand" meaning 2 things either a real hand or...
it meaning by the hands of the monster like it could be any thing about the monster destroys it

but i think what you saw was the end of the tail which is larger then the beginning of the tail and that is what i think you saw
i think its a tail not a hand .

It's the tail. It looks too flexible in the bridge scene to be an arm, and when they show the footage on the news in the electronics store, there is nothing that looks like a hand.
