I don't know, man...70 points of articulation...why wouldn't they "move or do anything"? Just think about it; where else would all those points be? Some of the Marvel Legends action figures are incredibly posable (you'd literally have to make joints where there shouldn't be any to make them any more posable), but they only have about 40 points of articulation at the most.
They will almost definitely move, look at them. They have a distinct joint (an elbow, if you will?), and aren't just a part of the abdominal structure.

They SHOULD move, I know, but look at them... they don't protrude from body, rather curled up as though there were completely connected to the body.

Actually, looking closely, it appears that at the elbows of those smaller appendages are two joints (imagine that they are legs, then imagine that the kneecap is a seperate piece from the thigh and shin, with a joint at either contact point). Many of the Marvel Legends I have have this feature. I don't see how you can see them as connected to the body; just look at the shadows and, in the front view, follow the outline of the underside.
Those joints I mentioned are pretty clear in the first pic, though.

Maybe he was doing a hand stand? I don't know, the tail I saw in the movie looked really long to me, easilty mistakable for a tentacle. You would think that if the tail were really that short his ass would be sticking up out of the water.
