Alright I've bitten... AIXO was getting a little too difficult for me to keep in time with so I'm going w/ this which I'm calling "Codename:" Jackman's Blog for now... Anyway. Been to http://jackman.wordpress.com/ Which is Jackman's blog and atm there's 5 entries so far.
1st Entry:
Quote:
Hello World!
I am Jack, who is 27 working at Mc Donald's hoping to pay for an education to get a radio degree or aerospace engineering degree. I recieved an odd transmission on my HAM radio today. Here it is:
%2A%53%74%61%72%74%20%54%72%61%6E%73%6D%69%73%73%69%6F%6E%2A%20%54%68%65%20%53%6F%6C%61%72%20%53%79%73%74%65%6D%20%69%73%20%69%6E%20%73%69%67%68%74%2E%20%50%72%65%70%61%72%65%20%74%68%65%20%73%63%6F%75%74%2D%73%68%69%70%73%2E%20%4F%72%64%65%72%20%74%68%65%6D%20%74%6F%20%6D%6F%76%65%20%69%6E%20%61%6E%64%20%66%69%6E%64%20%69%6E%66%6F%72%6D%61%74%69%6F%6E%20%6F%6E%20%74%68%6F%73%65%20%73%6F%20%63%61%6C%6C%65%64%20%22%48%75%6D%61%6E%73%22%20%2A%45%6E%64%20%54%72%61%6E%73%6D%69%73%73%69%6F%6E%2A
The code is Hex and translates to:
Spoiler (Rollover to View):
*Start Transmission* The solar system is in sight. Prepare the scout-ships. Order them to move in and find information on those so called "Humans" *End Transmission.
2nd Entry:

Thanks!
I saw a link that came to the blog on my dashboard, and followed it, they decoded the message! WOW! Very scary. Now I need to find someone to contact. The major agencies around would not listen to this, so I need to find someone who will. I found this while surfing: http://www.freewebs.com/spacedefenseadministration/
Apparantly they are a small company who holds a few small space-craft. Appears they have no money, maybe from buying ships, so they have a freewebs. Possibly saving in case of an attack? I have tried contacting them but they don't respond. Maybe they think I am crazy?! (Pot calling the kettle black) Anyways, maybe a large amount of people emailing them will help.
Seems like a few people already getting involved. Someone called "Silent13" left a comment on Jackman's blog stating.
Quote:
i may have some information
have you come in contact with them?
you got my e-mail
contact me
Could be IG or a player... Not sure yet. - Either way his email is silent13SPLAT gmail.com

4th Entry.

Uh-Oh
Appears the "Aliens" are on their way. I hope those space guys can do their job. They told me they launched a scout.
5th Entry.

Scout down
The SDA leader emailed me and said his scout went off the air minutes ago. Just after, he got this:

And this is where we're at as of now... This was posted Sunday night and from what I can see hasn't been decoded just yet.

Sorry, I know it's a double post... But I've just had an email from the DPA.
Quote:
No info from the scout yet. We did recieve one more transmission earlier. It was extremely short, maybe a key or something?
%31%36
I deciphered it using Hex and it only translates to
So I'm not sure what to make of it.

Well, yes, it's obviously hex code, but it just translates to this:
dں\I)dS~A&a
|~]fDʉI5"5h/83tƛ"4źQ3$iyy<m
÷3{˻"631B@tG"'lpۊ8UyIyRފ|w4~CuzNmO9͡^Kqm4K}$j_(E˂
Oh, and FYI, the '%31%36' is called URL encoding from what I gather.

Well, it's not hex->ASCII conversion. And translating hex->decimal hasn't turned up any usable results yet.

Well whatever I try I get "16" as the answer.

Just beat me to it...still can't get anything from it, but only been trying for mins.
EDIT: may not mean much, however if the code is hex then it seems to be one character too long, hex generally being in pairs.

Yeah I read on his blog someone said it was Base16 and they would get back to Jack
Edit: Ok confirmed the "16" I keep getting is telling us that the long stringed code is Base16 encoded... It needs to be decyphered as so.

Maybe this represents some way to decypher this code. Maybe some sort of base?

I've just tried deciphering this, the same way I decoded the first signal Jack had got from his HAM and it only translates as "16"
Is this something that could be of use to you? Maybe I've not decoded it correctly,

Base 16 = hexadecimal (hex)
I think Leyton has seen this site, but for those who haven't, copy the text and paste it in the 'HEX' box here:
http://www.paulschou.com/tools/xlate/
and hit 'DECODE' and you get gibberish in the 'TEXT' box.

Yeah I know man it's damn weird because the email's coming from the SDA people.
Maybe the Base64 it's decoding to is a youtube page or something?
I dunno; shall I email them and tell them all I'm getting is gibberish?

Wow! That's the first time I've seen a true Base conversion puzzle on this site that went more than about 10 characters per "word".
Convert the Base16 to Base10 and then do a decimal to ASCII conversion.
Spoiler (Rollover to View):
*Start Transmission* We encountered an Earth Scout, but it was n match for us. Proceed as planned. *End Transmission*
(The puzzlemaster dropped a "1" on one of his "o"s.)
You'll need something a little more powerful than your standard online radix converter to do this one, as most languages have problems dealing with the math involved.
Converting the HEX to "Decimal" gives:
Quote:
97 150 251 150 183 96 76 209 42 166 156 13 141 65 22 68 180 7 141 58 79 127 243 222 134 214 211 203 107 173 88 223 190 184 121 152 246 150 153 61 241 40 88 209 108 199 216 145 101 141 154 178 108 40 215 36 251 4 208 200 223 168 199 164 54 245 86 229 70 26 21 99 10 116 53 218 106 8 37 232 89 141 5 52 44 173 106 225 209 3 250 166 61 204 207 138 216 161 46 78 110 163 27 231 54 245 73 205 53 127 175 220 128 45 133 36 180 17 228 9 18 100 118 4 92 28 184 2
But converting Base16 to Base10 gives:
Quote:
42 83 116 97 114 116 32 84 114 97 110 115 109 105 115 115 105 111 110 42 32 87 101 32 101 110 99 111 117 110 116 101 114 101 100 32 97 110 32 69 97 114 116 104 32 83 99 111 117 116 44 32 98 117 116 32 105 116 32 119 97 115 32 110 11 32 109 97 116 99 104 32 102 111 114 32 117 115 46 32 80 114 111 99 101 101 100 32 97 115 32 112 108 97 110 110 101 100 46 32 42 69 110 100 32 84 114 97 110 115 109 105 115 115 105 111 110 42
(Spaces added by me [It's really just one massive number])
I find Numerical Chameleon to be a good Radix converter (Along with a bazillion other conversions.)
ETA: Leyton... Could you break up that line in your first post?
ETA2: The first (earlier?) bit of "Hex" decodes to:
Spoiler (Rollover to View):
*Start Transmission* We shot down a scout. It would not have hurt any of our ships, even a transport, much less a capital ship or fighter. Proceed as planned. *End transmission*
