Aha, the 'one off' bit - nice! I was trying to figure how that comment could be used.

Got it, and again great work! That goes for everyone the last week too.

Base64, hex, etc you can use this:
http://www.paulschou.com/tools/xlate/

ETA

#1 seems to be reversed
Code:
USB0byBRIGx2bCAzPw==

translates to
Code:
Q to Q lvl 3?

#2 is actually morse code
Code:
WHOISTHEONE?

#3 is base64 gives
Code:
230815 04050309040519 2015 0205 200805 19081505?

first part of #4 is ROT-5 which gives
Code:
red key - Ryka sd llb hrqpm hgva

Letter substitution...

WHO DECIDES TO BE THE SHOE?

What was the process for #1. The others I can follow.

Queen to queen's level three is apparently a Star Trek reverence. The answer is:
Queen to King's Level One
according to this:
http://en.allexperts.com/q/Star-Trek-Original-1183/Queen-Queen-Level-3.htm

Obvious answer to "Who is the one?" would be Neo (Matrix).

That's what I would assume. Can't think of the reference right now.

Whoa, don't think I'd have ever found the 'Brenda' answer - Friday the 13th?

And for 4, the first part was from Caesar, not sure about the second part. Seems to be saying that red is the key for the second half? And is the second half from the original, or the shifted?

Some tools to try here:

Haha, I just flipped through channels and ended up on Turner Classic Movies and caught the end of "Night of the Lepus." If you haven't seen it, it involves giant monster rabbits killing people in Arizona, and it just happens to feature DeForest Kelley from Star Trek. Too many coincidences like that with ARGs for me lately Foily!
