ooh, at least i recieved this one this time.
i'm pretty nasty at puzzles, is it in the same code as the last ones you've all been recieving? or i wonder if the dechiper has changed again? hrmm! this is the first one i get since i just joined in on it.

Trying to use this, seems to be that things are now in blocks of six, instead of the previous pattern. Can't get much farther than that, so far...

Yeah I'm using blocks of 6 too. Appears to be 31 combinations (letters and punctuation).
I'm spec-ing that because it talks about rotation, the text we find could be ROT-ed. Just a guess though.

The first six letters: VVVVVW are 000001 in binary, or 1 in base 10.
"BROADCASTROTATION" ?
26x2 seems to hint that you are using two 26 character sets
UL Upper and lower case? Hints that the alphabet should be "ABCDEFGHIJKLMNOPQRSTUVWXYZabcdefghijklmnopqrstuvwxyz", along with the last hint.
WWVWVV is 110100b, or 52.
Since the lowest value is 12, and the biggest is 62, I tried subtracting 11. This didn't give usable results. I tried several other numbers, but no dice yet.

I'm having a devil of a time working this out by hand at my desk at the office -- so much for an EASY substitution cipher!
Part of me wants to mutter that this is them, deciding, "Ah! They solved our first cipher too fast! Let's go for something difficult and slow their butts down!"

Hrm. AnthraX, do either of the codes in "VVVVVW BROADCASTROTATION26X2ULWWVWVV " look like something from the cipher you used? ... Just a thought, but it might be designating which cipher to rotate out of and which to rotate into.

Using blocks of six, I came up with 36 combinations. The first 26 combos I used A-Z and then used 1-10 for the remaining combos.

Oh yeah I get 36 too. That's just me going off my memory, which in the short term, is completely terrible!
Oh and I wouldn't use 1-10 as 10 is just 1 and 0. I'd use 0 to 9 although you'll still be lacking any spaces.

I noticed something odd about the message. If you peel off the first W int the sequence and then tack on a V at the very end you get

I've been working along this line but haven't come up with anything yet. It seems unlikely that this is a coincidence. The first set (VVVVVW) only appears once in the message. The second set appears several times.
