I think these are all people who are on US money.

The one in the upper certainly looks like James Madison, who was on the no longer made $5000 bill: http://www.biography.com/search/article.do?id=9394965

The bottom right looks sort of like Andrew Jackson ($20), but I can't be sure:

Other options for the bottom right are McKinley ($500) and Cleveland ($1000), but he really doesn't look like either of them

You're right about the money, or right on the money as it were. The bottom right guy looks like Alexander Hamilton.

You can do what you want, but personally, I don't think it would be at the Jackson Park on the South Side of Chicago - but who knows, I could be wrong. I was just thinking it makes more sense to be at Grant Park which borders on Jackson Street. This is the most popular park in Chicago and is centrally located. Maybe we will get a better clue later.

I have added their respective currency denominations to the list, so we have:

I'm not sure that the portraits are relevant to specific streets
(Yes, there is a Franklin Street in Boston, it intersects Federal and Congress near downtown..)

Boston, New York, Philadelphia, Dallas, Kansas City, San Francisco are all cities with the Federal Reserve Banks located at them.

Sao Paolo, London, and Toronto are major financial centres in of themselves.

Not sure on Los Angeles and I'd bet the mystery city is related to banking as well..
