 		Watching it again, there are three distinct footfalls before the fourth one which lands right in front of HUD, the camera visibly shakes when they occur, and three steps is enough for Clover to cover several blocks, so it's not like he snuck up, it's more of he was headed in their direction because (a.) he swatted the helicopter down and wanted to check it out
(b.) he was walking that way any way and noticed HUD not running or attacking him, which is a different experience from anything Clover has seen so far.

I don't think Clover noticed Hud until after the camera was already filming. He seems to be looking off at something (maybe Rob and Beth or the copter wreckage) then he looks down and sees Hud. So let's go with A. Smile

In that same scene you can almost imagine Clover's thoughts.

"hmm...what's this? Another human. Huh? He's pointing something at me. Crap, he's gonna sting me! Why that little..." *MUNCH*
