Playnig the notes on a keyboard, can't find one that records.

But Catherwood transposed it down four steps and played it in the key of C to find

"COEUS" and talk of roads makes me think of "US Corps of Engineers." That plus the GPS clues makes me think an "obvious place" is a prominent landform. But after that, I have no idea.
