great screenplay, just one question, why is he having visions(or in actuality,) of people killing themselves from the tower, why not other places?

i give it a 4/5 Very Happy

It's hard to explain. It's like some sort of vision that when somebody actually does fall from the tower, it brings with him a new life. The life of the smaller monster which in Lucas's ultimate realization is innocent. So that each of those falling people could be guilty and condemned, but bring with them the life of an innocent animal.
It's really hard to explain. I don't even understand it really.
