I recognize the latin from research I was just doing yesterday. The meaning is slightly different from what's already been posted.

This is actually a quote from the Aneid by Virgil. It directly translates to "If I cannot bend Heaven, I shall move hell." It's a direct quote from book VII, Line 312 that can be found on this wikiquote page: http://en.wikiquote.org/wiki/Virgi l
If anyone's read it, provide insight on the context.
