I have the file open in audacity and slowed way down. I still don't think it's morse. It sounds almost.... musical?

I doubt it's Morse. the entire beginning 10 seconds or so are dots that are equidistant (audio wise) from each other, with nothing in between.
@H3llB3nt: type in PLAY, the term never used before.

Type in play followed by the file name.

You can also type 'get rf992388ls' , then once it loads, just type 'play'.
