this is unrelated to the puzzle, but this command shows us that Gennaro's wife was definitely denied relocation:

I think he was just showing the word "night" to show where he got the rest of the grid...like the cargo example at wikipedia

OKEY DOKEY. I had the grid wrong. But NIGHT is right, it's on the sheet- that's how the alphabet is scrambled. NIGHT is placed at the beginning, followed by the first letter in the alphabet not used, A. The alphabet is written vertically, and then the columns are scrambled. The column that reads NIGHTA could belong under the A, the D, the F, the G, the V, or the X. We need a number to tell us which order the columns should be in, or it'll be trial and error.

How long should the number be? There is the number on the back of his check in the file..

It's probably the first thing you people would've tried, but I'd say it's one. Poker chip, and whatnot.

Well it shows that Frank was approved, but doesn't mention his wife, which could mean she was denied.
