jellyfish, I think there's another possibility in your logic:

Postulate: This puzzle is well-designed.
Therefore -> The puzzle can be solved without a participant being present at that point.
-> The puzzle can be solved without any participants being present at any given points.
-> The puzzle can be solved merely with access to the internet, which all participants have (USA-based or otherwise).
-> The points are only relevant when the right database or lookup service is used. _OR_ The points are relevant in themselves (mathematics puzzle)
-> This database or lookup service will be free to use.

Postulate: This puzzle is well-designed.
Therefore -> The puzzle can be solved without a participant being present at that point.
-> The puzzle can be solved without a participant being at every point
-> The events at each point aren't unique to that point OR the clues provided by each point are not individually necessary to solving the puzzle
Conclusion: A small sample of attended events would provide a reasonable chance of giving enough information to solve the puzzle.

This gets even easier if they communicate how attendence has been over time and provide missed information at later events.

But ugh, I have to admit this feels like gaming the system. The puzzle doesn't have to be fair - trying to logic out the puzzle based on what we know about ARGs out-of-game feels wrong. I think we just have to chase the trail as best we can and let the responsibility for comprehension and detail fall on the storytellers.
