So far my least favorite puzzle.

Honestly, though, being as the audio file is named "HER" I wonder if her name (whether it be Jewel or whatever her real name is) is the key to the cipher?

I was able to decode the transcript.txt file. It was a Vigenere cipher; the passphrase was "gemma" but the trick is that you have to include the asterisks (*'s) as letters. I just replaced all the asterisks with a capital X and considered them as numbers/punctuation while reading the decoded message (it's easy to distinguish the asterisks as the entire message is in lowercase letters).

I posted the explanation and also the resulting message (in script format).

Basically, it indicates that Linc was indeed recruited into the Hymn of One by Subject 7 -- aka "G" aka Gemma. It also hints that Gemma was involved with Nicholai Black, the Elder that Linc was assigned to kill for Op: Zero-Sum. The plot thickens...

The search for Russell continues. We have downgraded his status to
"unknown" and do not consider him an immediate threat to the Home Office.

Well since lg15: the resistance has ended its season (run?) and this is tied to it, I would say its finished.
