Looks like the most important page is the one with the bookmark in it. The chart reminds me of when I was learning how to do key based ciphers, where there was a table of characters with the key inserted in it, although this looks a bit different. It appears that we are supposed to attempt to fill the last line of characters. Hopefully someone smarter than me can figure this out Very Happy

Well, the one clear mark in history is the fall of the Berlin Wall, which was 1989, so DOR 18 might be 1989.

If the beginning of the troubles is 0 and they lasted for 132 units (days? weeks? months?) and then ACTS begin when the troubles ended.

DOR is before the TROubles.

Doesn't that remind you of A Clockwork Orange (nadsat) or the language from 1984? For example, they use the word "polyskilled" on page 17 to mean "skilled at more then one thing". It's very similar to "doublespeak".
