Ok so far three have answered that age old question "How did you find out about the game?"
Stephanie: I was contacted by scouts for the game after my local newspaper ran a story on my situation.
Silvia: I was approached by scouts for the show after a support group meeting for widows of veterans.
Ben: I learned about the game when scouts set up a booth in the plant parking lot.
I think it'll be the answers to this particular question which will allow us to deduct more accordingly.

Hmmm, interesting.
Steve Humphries seems to be the only person who was directly contacted via the scouts without their being some kind of "press release" on his story and/or major catastrophe (natural disaster etc) around.

On the other hand it would be easy for the plant to say s/he would be all right with someone else winning because he knows it will be him.

Yes tresbien but then this wouldnt be a game. The PM has to give us certain clues for us to solve the puzzle. Certain aspects of real life are sometimes left out because possibilities are endless.
For example, I am sure the PM can create a code that we will never solve because he invented it himself and only he has the one and only key, this shouldnt happen in an ARG unless he plans to reveal the key and way to solve this unique puzzle in some other way.
So keep in mind that the PM knows that this is a game and will not keep everything hidden at all times.

I was only referring to the character Ben's actions not what a PM might or might not do.
To your unrelated point, it often happens that clues go unsolved, and things have to be reworked (hence, chaotic fiction).
