update from The Detective and cleaned up a bit.

Playfair cipher with the key word DEATH
good work on the desrving one but we dont have time to rest on our laurels. i
have learned that the recent breaches at tinagpd have been due to
hackers being given the security codes. i believe this was done as proof that
the codes could be obtained. now chatter is that very soon the epsilon level code
will be for sale. epsilon level is the highest security that tinagpd has. it gives access
to the most closely guarded secrets within tinagpd including but not
limited to the location of secure witnesses such as the lopez family. only the
members of the senior staff have that code. what i am about to ask you to do is
the hardest, most dangerous and most important thing i have asked yet. i would like
you to pose as a buyer for that code. working as a group select one of your team to
be the contact person with each of the members of the senior staff. ideally it should
be a different contact for each staff member. carefully approach them on the
subject of buying the code and try to get them to say something incriminating.
remember, of them are honest cops who will not treat someone trying to buy
a clearance code kindly. this is the best chance to stop the leak. i am counting
on you all
ETA: @waitress--Have been going HERE recently for Playfair and a couple of others thinking it's easier for the straightforward ones alphabet-wise. Seeing double atm

I'm not sure what the 3rd to the last sentence is supposed to say, I think "most of them", the detective may need to confirm that. Currently it says "remember of them are honest cops".
