I had started to look at the death tolls last night, but the title has "hours" in it, so I think it is the time of the events that are important. Here's a partial list I compiled before sleep overtook me:

8:10 for the Jacob Jones was when the lifeboats were sighted, so it had to be earlier. wiki just has 'At the first light of dawn...'
At least we have most of them figured out, I think.

You're doing great gang. But I have to report an error in the original puzzle.
Somehow, I left one of the items out which threw the puzzle off from that point on. I made the corrections in the original post.

The net effect is that you need to insert "1989HILLSBOROUGH" between "1967BELGIUM" and "1988NAPLES".

I wanted there to be exactly 36 items in the list to make the Base36 conversion an easier choice to jump to and had that at one point. Then, I changed some wording and got it out of sync.
