Wow, now that's look very interesting! If it's a fake, it's really good done.
Well, spoken Japanese sounds like it were a voice simulation, and the language is too formal to be used in commercial add. So it isn't produced in Japan, I suppose. (Japanese of Slusho-Commercial was much better, and Japanese of Chuai-broadcastings was great).
But anyway interesting.

If so can you tell us what if the second vids writing is...
I just started taking chinese just for my resume and i see some basic chinese letters...so if its chinese i could figure it out!

Well, I fear, it is Chinese... The hand-written characters are btw. written by somebody, who doesn't speak and write Chinese/Japanese. It seems to be written off original, because the writing style is not correct.
Anyway, here is what I've got from the hand-written text:
此位不?UV
? - I couldn't find this character in Japanese, so I suppose, it's Chinese.
The typed text is this:
此位不用?油 (the same unidentified character)
Well, to the meaning. Even if it's Chinese, I know the meaning of characters. Of course, there are plenty many "false friend", so since I only understand Japanese I cannot guarantee the correct meaning of Chinese.
此位 = it could mean "this place" or "here staying something"
不用 = "useless", "of no use", "unnecessary", "waste"
油 = "oil"
My very wildest speculation were: "It was unnecessary (waste) to look for oil here" (resp. Chuai station).
Kinda new message of Whistler Blower perhaps??
And perhaps you have to look on this place with UV?

Well, if they (the ones in charge of the ARG/ARE) apply this approach for the sequel's game, we're pretty much prepared in where and what to search when some thing pops up. We just need to watch out for any rumors from Matt Reeves, then start lurking.

Just a bunch of Cloverfield fans making some fun stuff...having nothing to do with a movie that's not being made.
Maybe they figure if the fans start hyping the idea, JJ will get moving.

Well, it's also possible. I know some examples when Puppet Masters became passive, and players did much stuff to re-activate PMs.
I miss anyway Cloverfield ARG, since it's "ending" was really sudden. Well, perhaps as the monster arrival in the movie...
