Maybe Voltaire, Terry Nanny, and Chuck Jagoda could be the power triumvirate. They seem to be the most powerful folks in town.

I have been working under the assumption that M= dot because on the 5th line from the diary you can see that there are 4 M's smushed together. I took that to mean she wanted to keep the same characters on the same line. And with that in mind I noticed that there is no meaning for 4 dashes, but 4 dots = H. That should limit the possibilities... but has still kept me up for a while with little success. To any one who wants to try this, please keep in mind that MM might = Mars Madison rather than dot dot at some points. I suspect the first 2 lines = "MEET MM AT"... but I may be seeing things. Good luck, and I hope this helps.

Using M's as dots and #1's as dashes like TimeTraveller suggested, and the fact that Morse characters are never split over multiple lines I've managed to work from the end to get:
"... IMAGE SECRETLY AS PROPAGANDA"

This just leaves

preceding it, which I can't seem to work out.

At least judging from the video I think maybe the people with "power" and the organization that controls Milwaukee day-to-day could be two separate (although maybe connected) entities.

From all we've seen and heard, we've been led to believe that Blackstar controls Milwaukee, but according to Joey, the Power Board has basically been created without Blackstar's oversight. It seems like this diary is saying that Mars Madison is working on a propaganda campaign to convince someone (the Milwaukee government? Its citizens?) that it would be a good idea for Blackstar to gain influence or co-ownership in the power board.

From the conversations with Joey in the meetup videos, it sounded like Blackstar had pretty much infiltrated all the institutions of Milwaukee - but that doesn't mean that they've publicly declared they run the city. Maybe the government (Tourism Commission, Mayor's League, etc.) still exists as a facade of sorts, and Blackstar uses methods like propaganda (and sending their Workers to attack?) to convince the public that it's a good idea for Blackstar to assume more control over Milwaukee's operations.

I mocked up an excel spreadsheet to translate out the morse code for me as far as all the possible combinations for each line. Unfortunately these are things like:

"mu|st t|eam|so|meth|ing|the e|nd t|eens|team|" IMAGE SECRETLY AS PROPAGANDA

"SOMETHING" fits rather nicely together for lines 4,5,and 6, but no combination of pieces that I've been able to make has made sense for the rest.

Damn you, morse code.

Please note there are some omissions on the coding for "8" -- that is, eight digit lines of morse code. Some permutations of numbers adding up to 8 are missing -- which is why although "METH" should come out as a translation for line E, only "GTH" comes out. Hopefully I didn't miss TOO many combinations when trying to put this together -- but I now leave it to you guys to see if you can do a bit better with it. <3

How about: Something must end the teens IMAGE SECRETELY AS PROPOGANDA.
but that leaves 'teams' out twice.

maybe some of the other words are scrambled too - Something must SECRETLY end the teens IMAGE PROPOGANDA. (leaving team/team/AS out)

Just thinking outloud... this would kind of make me want to look at the TEENS portion of the TIMM video... we'll see

I've been looking at the MUST and SOMETHING and can't really get anything to fit well either. I did look at the transition into the last bit - I'll doublecheck my translation, but it's possible to get
CAUSED OUTAGE SECRETLY AS PROPAGANDA
if that makes any more sense than IMAGE... Dunno
