For those interested, I overlaid the alphabet horizontally onto the page 11 of ARH and then plucked through to decode that way (I HATE YOU, CAPITAL LETTER Fs).

This only gives the alphabet A through U, so _ can represent either the letter K or else V,W,X,Y,or Z.

EDIT: Okay, scroll up, I think I've settled on my exact decode. <3
