Well, investigations into the frames, colormap, and plaintext of the image reveal no hidden info. Of the 6 questions, "why" and "how" are left out of the title. Y?

The circles could almost be a series of conic sections.

Ok, breaking down what we have a little more here.
The gif is 300x300 pixels and has 16 frames as follows:
  1. - 0.1 s of all black
  2. - 1.0 sec of circle radius 132 px
  3. - 0.1 sec of circle radius 93 px
  4. - 0.1 sec of circle radius 65 px
  5. - 0.1 sec of circle radius 39 px
  6. - 0.1 sec of circle radius 21 px
  7. - 0.1 sec of circle radius 3 px
  8. - 1.0 sec of all white
  9. - 0.5 sec with "Hello!"
  10. - 1.0 sec of all white
  11. - 0.1 sec of circle radius 3 px
  12. - 0.1 sec of circle radius 21 px
  13. - 0.1 sec of circle radius 39 px
  14. - 0.1 sec of circle radius 65 px
  15. - 0.1 sec of circle radius 93 px
  16. - 1.0 sec of circle radius 132 px

The circle isn't quite in the center too, being instead centered at X=153/154 and Y= 156/157.
Now to digest this some and see if anyone comes up with anything.

You're right. No relevance. Except the name. link. I should just let you stew for a couple days, and if we had 20 people working on this I would.

Everything said so far is pretty much true (except Lassie, and even that if you look at it a certain way) but (mostly) irrelevant.

My guess is that it's some kind of rebus / dingbat rather than your traditional hidden message thing.

Correct, though it depends on your point of view. It certainly isn't a rebus in the Smile -s = mile sense. I have heard the word used to denote a puzzle, generally, but that's probably metonymy. Not a dingbat. OOOoo..ooOOO isn't much of a puzzle. You got all the info you need (and all there is) in the first 5 1/2 seconds.

I'm thinking it must be one of those 'lateral thinking'/word puzzle things, that I can't seem to find an accepted name for. The ones like:

    Ground
--------------
foot foot foot
foot foot foot


I guess with the new gif the shrinking and growing of the circle isn't important, so what elements are we left with?
There's the flash of black, which may just be a 'bookend' showing the start/end, the hello that quickly pops up in the middle (time-wise) and the circle that stays there the whole time now.

What other words could be used to describe these things and their relation?

Lateral thinking, yes, obviously, or we'd be done by now. Word puzzle thingy, no. Wrong, look at the post again. Right.

Added hint... This isn't a classic puzzle, but rather a puzzle about a classic.

Ok, so the "shrinking/growing" in the first post is relevant and the second animation gives some perspective?

This makes me think that the second post is designed to indicate that the circle itself doesn't change size, i.e. the shrinking and growing effect is due to our relative position to it.

So, if the black flash is just a bookend and the musings above are correct then the sequence appears to begin with a close up view of the circle from which we move away, a "hello" then appears from the circle and we approach again.

None of this has led me to any inspiration - I'm left with a nagging impression of travel/exploration, the circle keeps making me think of the moon or planets but that doesn't seem right.

ET's ship leaving him then coming back when he calls?!?! Laughing

No real insight there but maybe someone else will be prompted to think again?!?!
