Another hidden link has been added. This page contains three quotes that have missing words.

Oh, you're right there are 3 question marks, but the actual quote from Romeo and Juliet is...

Well, if we go by a letter-number cypher, Arklight = 1-18-11-12-9-7-8-20
Add together the digits in each, we get; 1-9-2-3-9-7-8-2 = 41
If that's what they're getting at, then the answer is:
Civil hands unclean = 3-9-22-9-12; 8-1-14-4-19; 21-14-3-12-5-1-14 = 28; 28; 25
third district = 20-8-9-18-4; 4-9-19-20-18-9-3-20 = 32; 48
and in the sky = 1-14-4; 9-14; 20-8-5; 19-11-25 = 10; 14; 15; 19
So if that's the correct method, the answer should be
28 - 28 - 25 - 32 - 48 - 10 - 14 - 15 - 19

Now, that's not exactly a nice round number is it? Maybe I've got my working wrong, but as far as I can see, that's followed the instructions to the letter. Or maybe I've misinterpreted the instructions? It also doesn't follow the format in the puzzle-

Hmm, maybe we might have to split the answer up into its primes?
IE:
52 = 13 * 2 * 2
16 = 2 * 2 * 2 * 2
108 = 3 * 3 * 3 * 2 *2
EDIT: Clarifiaction, this is assuming means that the ?x?x?x?... is for the answer format. Still doesn't explain the confuzzling answer though. However, maybe since the nest test isn't linked yet, we might not have correctly solved the previous one, Test Two.
