But, if the city's quarantined, where are the people we see in the news report? Shouldn't they all be in there? And why should they drop their bags if they're not getting out of the city?


In these kinda incidents they don't quarantine the people they just give you a chemical shower, then confiscate and destroy any clothing you you were previously wearing then transport you out for medical treatment.

You get to survive but everything owned has to be left behind because it poses a risk outside the quarantine zone.
