Ok, so it looks like we're looking to decipher the text from the source code, from the spacing of the text (and the ':') it would appear that the solution should be in the format:-
------:----- - ----
I've still not fully caught up with all of the posts on this thread, so I'm not sure if there's any relevance to all the Southwest/Southeast etc, or if it applies anywhere, so in the absence of any other path, I'm going to assume it's a substitution cipher and see if anything comes up.

That substitution key was found yesterday(posted on page 12 here). I'm getting "mail to me for a gift".

[OT]imo, it's a bit silly that Scipio keeps on encoding Base64 each message after we figured out the system. It just means we have to run each of his messages through another web page every time (and make sure we grab the full message, since some Twitter clients might chop it off as a single word that is way too long)[/OT]

I'm just sort of following this with one eye... but hmmm... maybe the missing painting is The Noble Deed of Scipio by Poussin.... or another painting with a Scipio ref.
...just a random thought with no basis in fact. Lots of punches of reds and blues in these paintings.
Francesco Cornaro commissioned Bellini to paint The Continence of Scipio ...
Poussin and Bellini are both 7 letters, however The Noble Deed of Scipio and The Continence of Scipio require 24 [not 23] chars.
