The first part sure does look like a date/timestamp.

Also, Kikowani is the name of a Muslim cemetery in Mombasa.

The comments section on the article you linked has lots of theories and info already, including the leetspeak translation of "jaganatha," which is essentially "juggernaut."

I was watching through the E3 demo video on IGN featuring Joseph Staten and noticed when he went into the map view for the first time one of the place listed was Kikowani Station. It is clearly a landmark or place of interest in the game.

The time counter from the video is at 9:20/30:03

Also during the flashback video at 14:56/30:03 I was noticing the time stamp for the flashback scene they are talking about was

MBARAKI is the City I think. 2552 is the year and the 12:18:28:00 is the time.

Using this pattern for the the controller:
KIKOWANI is the city. Year 0624? and 23:03:28:30

Maybe there was a significant event that happened in that city at that time?
