Seeing as how the first two parts seem to have panned out to something, I don't see the point in putting the whole phrase in to get another result. A puzzle should have one solve. This is why I would try to focus mainly on the last part of this puzzle.

okay i tried a different way of doing this
i used a system of taking each of the letters of SOPHIR PAGDI and the backwards alphabet version of the words and then turning them into numbers
i then took those numbers to find possibly if they were pointing certian letters or numbers in the article about Demography of Xanthoparmelia Lichens and then took those letters into the anagram site to see if anything strange popped up
these appeared interesting
-Art of Mint
-A form Tint
-Am I Is It
-Aim Is It
oh and i found two numbers a 5 and a 0. do these seem to pop out at anyone else

A form Tint might be what were looking for. the pagdi journal entery has always been blank. maby we have to tint the screen there to see the writing on the page?

Hi, I'm new to UF. I've puttered around here looking at ARGs for a while now, and haven't registered until now...
That said, from what I've been reading the past five or six pages, this Agent Lowe character seems to be the antagonist. If he wasn't, Jodie wouldn't have to be so suspicious of him, or hide information whenever he passes by.
Now, if my above theory is incorrect, please tell me. Otherwise, I would think that going to Lowe's blog and posting up questions like "what's the keyword" or giving him the encrypted information we've found would be an incredibly bad idea. His blog already states he's investigating two individuals named Jodie, both of which are decoding the cards.

what I mean is: the = IRZ key = GZL etc. I really don;t know though

you could be right because the techniques that i have been using to try solve the other puzzle and nothing worked
i'll post this on agent lowe's blog and see what happens

You are right, all the "t"'s are I's, all the e's are z's, etc.

ETZ could almost mean estimated time zone or something else
and what could be the letters for DOXP

okay i just realized i made a mistake with the decoding of ZIE DOXL SPOHIR
this code does not work backwards so it should really be this
ET- ---Y ----TH
so the letters we need are E, D, O, X, S, and P.
I mean what letters do they represent

Using this method, "ZIE DOXL SPOHIR" would translate to:

I think that it is supposed to be ETA, making E = A in the transposed alphabet above. And since the last word ends in "th", it is probably a date. In the fashion of "eigtheenth", etc.
Edit: This is not a ROT, which makes it difficult.

what date does it look like to you and can this work with PAGDI

I'm not sure if it even is a date. More information as far as the alphabet is needed. Right now I'm working on piecing the alphabet together.
And as far as pagdi goes, using what bits of the current transposed alphabet we know, it would decode to...

I don't know of many words (in English) that end in "k-t" that are also five letters long. I have a feeling pagdi either doesn't work or needs more information.
Edit: et(e) (dox)y (spoh)th - the last word could be a date. Functioning off of this assumption, it can be one of two words; "eighth" and "fourth". However, because E=Z in the transposed alphabet, I would guess that it is "fourth".
That being the case, the solve is...
et(e) (d)u(x)y fourth
which can only be...
