The number at the top of the lock is a phone number. The phone number is to a new App service called "Vooices". It's basically a way to use your voice or phone as a keyboard or mouse?! Shocked The bottom number is the App location for the service. When you dial the number, enter the 4 digit number at the bottom of the lock followed by the # button.
The App is "password protected" so, once we have the password we can call the number, access the App and say the password. Then on the computer screen the lock should open?!
Keep in mind that the 4 digit code signifying the App location is SPECIFIC to YOUR computer, so if you DO crack the password your lock will unlock but OURS WONT!!! Very Happy

Hmmm, that number is

the ISBN for The Yearling by Marjorie Kinnan Rawlings, which I found in the mansion...

Everything on it and in it was to faded to read, except for "drinking water twice" written on the cover. After some searching I found this to be part of a sentence in the book. Other than that, the book doesn't really seem to have anything to do with mansions or ghosts or anything.

EDIT: BTW Bruce, where did you find the number? I can't find it in any of the pages that we know of.

 		www.lockedpage.orgfree.com has been solved!

Using clues found on pieces of paper in the mansion, which were "word", "number", "in", and "sentence", and "8" was written in The Yearling, as was "drinking water twice", DbD figured out that it meant the 8th word in the sentence which "drinking water twice" appears in the book, which is

So you have to call the number, put in the code under it, and say the password, and the page should be unlocked for you!

I also noticed that you don't have to unlock the page to go to the image.
you can go directly to the index or the image from the URL.

 		Another password! Chance had found a paper that said "Henry's Zodiac" on it, so I asked Henry's ghost-wife when he was born, which is August 30, 1845. So his symbol is
